Approximation matters are also corresponds with state programmes in the field of European integration (e.g. “legal approximation component”), namely in the sphere of administrative capacity building.

The State Programme of training, retraining and qualification upgrading of specialists in the sphere of European and Euro-Atlantic integration 2004-2007 (co-ordinated by the Main Department of Civil Service) had its own annual plans of measures, approved by the Cabinet of Ministers of Ukraine.

On 5 November 2008 the Cabinet of Ministers of Ukraine issued Regulation No974 approving new mid-term State Target Programme of training, retraining and qualification upgrading of specialists in the sphere of European and Euro-Atlantic integration 2008-2011. This Programme represents new approach in terms of European integration in Ukraine providing concrete measures, financing, and indicators of efficiency are already foreseen for the 2008-2011 in the annexes to the Programme.
