Adoption of the EU–Ukraine Action Plan (ENP AP) extended the range of tasks on approximation of Ukrainian legislation to the acquis of the EU. Namely the process of approximation in the ENP AP along with the fulfillment of measures in 16 key spheres of the National Programme was extended to the spheres of JFS, information society and telecommunications, monetary policy, statistics etc. At the same time, the ENP AP covers the numerous targets and sub-targets of legal character, it also includes co-operation targets, as well as targets concerning implementation of the harmonised legislation and monitoring.

Annually, for the implementation of the AP Cabinet of Ministers of Ukraine approves relevant plans of measures. After the issue of the of the Joint Evaluation Report of EU-Ukraine Action Plan of the European Commission and the Cabinet of Ministers of Ukraine (7 March 2008) it was approved separate plan of measures of 6 August 2008 concerning fulfillment of the tasks and solving the problems pointed out by this Joint Report.

Paragraph (17) of the EU-Ukraine AP directly deals with approximation of the Ukrainian legislation.

The new instrument replacing the EU-Ukraine Action Plan definitely shall continue and strengthen the approximation component, also because of the establishment of association between the EU and Ukraine and perspective signing of the FTA Agreement.
